Tasks groups obligations by owner and evidence. External owners can act by email without a ubik seat.

Open means your team owes the move. Waiting names the outside owner. Closed keeps the reason or receipt.

State	Meaning
Open	Your team owes the next move
Waiting	A buyer, supplier, or another owner owes it
Probably closed	Evidence suggests the work moved
Closed today	A reason or receipt proves completion

External owners can act by email. They do not need a ubik seat.
